Support bright but poor kids through medical school, and then let them work in government clinics as if they are doctors in military. Make all Medi Care and Medi Caid recipients to utilize this clinic as their primary care. Only services government clinic cannot provide will be referred to private hospital. This will almost reduce all Medi Care and Medi Caid fraud by doctors. After given years of services at government clinics, doctors are free to move onto private practices. Private hospitals should not be required to take patients in their emergency room. These people should be treated by government clinics. This will save tons of money to private hospitals and insurance company, which will lower insurance premiums greatly for those who has health insurances. I have ideas on welfair reform also.
